Error in Loading PSADMIN Menu option 4 for Web server PIA
Error: Could not find or load main class com.peoplesoft.pt.psadmin.PSAdmin
This is known issue as per Oracle which has fix to re-install entire PSHOME and People tools patch again to restore <PS_HOME>/class/psadmin.jar corrupted file. Mostly you will see file is present but with 0 size.
Another solution is to copy psadmin.jar file from another PSHOME of same peopletools version.
But in most cases after this psadmin throws different JAVA errors and did not resolve issue.
Solution is identify 0 size files in <PS_HOME>/class/ folder and replace them all from another PSHOME of same peopletools version. It will work.
I've seen this several time now on AIX. I did what you said, sometimes it installs it correctly sometimes it doesn't can't figure out why.
